The notice pointed out that on the supply side, we will comprehensively promote the large-scale development and high-quality development of wind power and solar power generation, continuously expand the supply of green and low-carbon energy, vigorously promote electric energy substitution and hydrogen energy substitution on the demand side, and comprehensively improve the level of clean energy use. Vigorously develop wind power and solar power generation, give full play to the role of cross-provincial and cross-regional transmission channels in optimizing the allocation of resources on a large scale, tap local absorption capacity, and focus on relying on deserts, Gobi, deserts, coal mining subsidence areas to build a number of million-kilowatt wind power photovoltaic bases. Steadily promote the construction of centralized and affordable wind power and the development of decentralized wind energy resources, accelerate the technological transformation and upgrading of old wind power projects, promote high-tower, high-power, long-blade fans and advanced technologies, and actively develop low-wind speed wind power. Improve the efficiency of high-quality wind and solar resource utilization and land utilization, and improve the power generation efficiency of existing new energy projects. Accelerate the construction of distributed wind power in load centers and surrounding areas. By 2025, the total installed capacity of wind power and solar power generation will reach more than 17.5 million kilowatts and 32.5 million kilowatts, respectively. By 2030, the total installed capacity of wind power and solar power generation will reach 24.5 million kilowatts and more than 50 million kilowatts respectively, and new energy power generation will shift from supplementary power to main power supply.

Focusing on deserts, Gobi and desertified areas, build and reserve a number of large-scale wind power photovoltaic new energy base projects: during the 14th Five-Year Plan period, a 10 million kilowatt-level "Ningdian into Xiang" new energy delivery base will be built, and 9 million kilowatt photovoltaic projects and 4 million kilowatt wind power projects will be built around Shapotou District, Hongsibao District, Haiyuan County and other counties (districts); Build photovoltaic base projects in coal mining subsidence areas to increase the proportion of DC new energy in Yindong and Lingshao. Accelerate the construction of distributed photovoltaic and distributed wind power. Take the national and autonomous region county (district, city) rooftop distributed photovoltaic pilot as an opportunity to promote the large-scale development of distributed photovoltaic in the whole county, township and village, and actively promote the development and utilization of rooftop distributed photovoltaic in industrial parks, commercial complexes, public buildings and so on. Deeply implement the strategy of rural revitalization, actively carry out the comprehensive utilization of "photovoltaic +" such as agricultural light complementarity, fishery solar complementarity, photovoltaic sand control, and use the roof of agricultural houses, courtyard vacant land, wasteland, saline-alkali land, etc. to develop distributed photovoltaics. Fully tap and scientifically evaluate the access and absorption capacity of the distribution network and the potential of wind energy resources, encourage the development of distributed wind power around industrial parks with suitable wind energy resources and close to the load center, and realize the balanced regulation and nearby consumption of generated electricity in the distribution system. Carry out the pilot project of "replacing small with large" old wind farms. For old wind farms in Helan Mountain, Sun Mountain, Xiangshan and other areas with long grid-connected operation time, a single capacity of 1.5 MW or less, low utilization hours for many consecutive years, and potential safety hazards, carry out the renovation demonstration of old wind turbines to promote the quality and efficiency improvement and circular development of the wind power industry.

Build a coupled coal chemical industrial zone for renewable energy hydrogen production in Ningdong. Build a large-scale green hydrogen production base, effectively integrate wind power, photovoltaic power generation, trough power, etc., vigorously develop renewable energy electrolysis of water to hydrogen production, promote green hydrogen coupling coal-to-liquid, coal-to-olefin, coal-to-ethylene glycol, coal-based multi-generation and other projects, promote the construction of gray-hydrogen to green, hydrogen-for-coal, green hydrogen carbon elimination exploration and carry out solar thermal pilot projects, and promote the complementary regulation of solar thermal power generation and photovoltaic power generation and wind power. Improve the level of new energy grid-related technology, enhance the friendliness of new energy grid-connected, use advanced technologies such as big data and artificial intelligence to improve the prediction accuracy of wind conditions and lighting, and increase the prediction accuracy of new energy power generation. Optimize the operation and management of power dispatching, explore a variety of energy joint dispatch modes, and promote the full development of new energy power generation projects.

Relying on new and existing DC transmission channels, actively promote multi-energy complementary projects, build integrated demonstration of wind, solar storage, wind, solar and fire (storage), and increase the proportion of renewable energy electricity transmitted by delivery channels. Accelerate the research of green energy development technology, focus on the development of clean energy production and utilization technologies and equipment such as solar energy, wind power, biomass power generation, break through electrochemical, mechanical energy and other energy storage technologies, strengthen the research of high-proportion renewable energy grid-connected, UHVDC transmission, flexible DC transmission, distributed energy resources, intelligent power transmission and transformation equipment, large-capacity hybrid energy storage technology, smart distribution network and microgrid technology, carry out comprehensive regulation and system optimization operation of coal power and new energy, intelligent operation and maintenance of renewable energy, R&D and integrated application of key technologies of smart power plants and smart grids. Strengthen the demonstration of multi-energy interactive clean energy in hydrogen energy, photovoltaic, and wind power, carry out core technology research in key fields such as large-scale renewable energy power generation electrolysis of water to hydrogen production, hydrogen storage, hydrogen transportation, key materials for hydrogen fuel cells, green hydrogen chemical industry, green hydrogen steelmaking, and natural gas hydrogen doping, promote the formation of a hydrogen energy industry chain, and promote the non-electric energy replacement of hydrogen energy as fuel and raw materials. Continue to carry out the upgrading of manufacturing technology of key parts and supporting equipment for wind power manufacturing, such as towers, blades, reducers, large castings, special forgings, motor control systems, etc., carry out research on large-capacity and low-speed fans, and introduce the final assembly technology of transforming wind power hosts. Apply a new generation of information technology such as the Internet of Things, big data, and cloud computing, and carry out research and development of intelligent power management, operation and maintenance of photovoltaic power plants and wind farms.
